Calic 1945e91441 refactor(map-editor): retire legacy toolbar ...

Removes the eight-button top toolbar, its layout helpers, click
dispatcher and all TOOLBAR_* constants. Side-panel and palette
offsets now anchor to MENU_BAR_H. Mode-pill no longer overlaps a
parallel toolbar element.
