0b1077da5c docs: add API section documenting run_tests entrypoint 
Test-lib README now declares its public surface (M.run_tests) so the
doc-convention lint passes structural validation. Brings parity with
maps-test which already has this section.

f04e90b292 docs: migrate README to API-Doc-Convention (S2-cascade.libs test-lib) 
Restructured per ADR-0038 with Coverage-Statement-Block per Fault-
Injection-Audit-Convention. Topology auto-populated. Pre-commit hook
installed.
