338fd050de test(api-discovery): add comment-strip and namespace-less assertions 
Adds 9 new assertions covering the two recent api-discovery fixes:

parse_lua_surface (4 new):
- commented-out function-declarations are stripped (function-form and
  assignment-form)
- inline-comment after a real declaration does not break the match

parse_readme_api (5 new):
- namespace-less H3 headers (e.g. \`run_tests(ctx)\`) are captured
- mixed namespaced + namespace-less in the same section captures both
  without duplicates

Coverage Statement updated: 43 -> 52 total assertions.

efa1a5ebcc test: sugar-form + mixed-form assertions for parse_lua_surface (S2 follow-up) 
8 new assertions (sugar-form: 5, mixed-form: 3). Total 35 -> 43.

44314774ee test: cover new Badges/Topology MUST-Sections (S2 iter) 
User-feedback iteration on S2 PoC template:
- Update validate_readme_structure test-data ('complete' + 'missing_api')
  to use new bold-list Badges + ## Topology H2 heading.
- Add 'missing_topology' case: README without ## Topology heading must
  report Topology as missing MUST-Section.
- Add 'missing_badges' case: README without **Lib-ID:** bold-line must
  report Badges as missing MUST-Section.

Assertion-count: 32 -> 35 (+3 new). README Coverage-Statement updated.

ba22f77e5d init: lib-core.api-discovery-test v0.1.0 skeleton 
Empty run_tests body. Assertions added incrementally via TDD in
subsequent S2-plan tasks.
